At Rescue Wise Consulting, our mission is to strengthen the life-saving work of small rescues, foster-based organizations, and rural shelters by providing the business and operational support they need to succeed—sustainably and compassionately. We believe that every rescue—no matter how small—deserves access to professional support, strategic guidance, and sustainable systems.  We bring something different to the table: a people-first model where animal welfare and social work intersect. We understand that rescue is powered by people—fosters, volunteers, staff, and community members. That’s why we don’t just offer consulting—we provide human-centered solutions that empower your team, reduce burnout, and improve outcomes for animals and the people who care for them.   

What sets us apart is our deep understanding of both the rescue world and the business world. We’re not just consultants—we’re rescuers too, with over 30 years of combined experience in animal welfare, organizational leadership, and nonprofit operations. 

Shannon Steemke is Founder and Principal Consultant with Rescue Wise Consulting. With over 25 years leading a foster-based animal rescue, Shannon has guided countless organizations through nonprofit formation, shelter establishment, program development, and fundraising. She’s the go-to expert when founders need proven, trusted leadership and strategic support. Her approach blends empathy with business efficiency—empowering rescues to thrive with sustainable operations, not just quick fixes. Shannon serves as a Board Proxy, Interim CEO, and Statutory Agent, helping organizations build momentum and credibility while staying mission-focused. When not doing life-saving work, Shannon enjoys hiking beautiful Arizona trails, Epee Fencing, and spending time with her wife, Amy, and their daughter. 

 Amy Steemke is the Lead Community Solutions Consultant with Rescue Wise

Consulting, where she combines her background in social work with her passion for animal welfare. With nearly 20 years of experience in prevention, child welfare, and supporting vulnerable populations, Amy brings a unique perspective to building strong, sustainable community solutions for rescues and shelters. Her expertise lies in bridging people, systems, and resources to create lasting impact. A lifelong Arizonan, Amy was born and raised in Phoenix and earned her degree in Law, Philosophy, and Rhetoric from Stephens College in Columbia, MO. Over the years, she has deepened her knowledge in systems work, implementation science, mediation, and alternative dispute resolution, establishing herself as a subject matter expert on the intersection of social work and the court system. Outside of her consulting work, Amy finds balance through yoga, travel, and exploring Arizona’s natural beauty. She and her wife, Shannon, enjoy raising their daughter and sharing their home with four pups and fosters from Cooper’s Chance Animal Rescue.
